Mobilizing Soft Power

MEXT Minister, Hakubun Shimomura, announced the implementation of “Intermediary Plan towards creating a Nation based on Culture and Arts”. The ministry aims to systematically strengthen Japan’s regional cultural foundations throughout the years until the 2020 Tokyo Olympic and Paralympic Games.

This systematic strengthening of Japan’s cultural power is comprised of 3 policies: nurturing human resources, boosting regional communities, and creating a hub for international cultural exchange that will ultimately lead to “a cultural nation loved and respected by the world.”tumblr_msrq22jZPI1qcf43to1_500

Japanese government also plans to amend the Cabinet Act and designate another cabinet minister. The impetus to this arrangement is to boost the management of the 2020 Games.

Current minister of MEXT, Hakubun Shimomura, stated in his recent press release that the adjustment for comprehensive planning was needed and that the cabinet has decided to “build a system that can respond to the high organizing rate.”

The Cabinet aims for the new Olympic minister to exclusively handle policies and affairs that are related to the Games.
